Denmark has made significant strides in preparing for potential crises, ensuring that its underground bunkers are capable of accommodating at least 3.6 million people. These shelters are designed to provide refuge for a substantial portion of the population in the event of war or disaster, a fact reported by a local news media outlet on Thursday.
The extensive network of underground shelters and bunkers can cover approximately 61% of the Danish population. Over the past two years, authorities have been actively expanding these facilities to enhance national security and emergency preparedness. This initiative was highlighted by the Danish daily Jyllands-Posten, which detailed the ongoing efforts to increase shelter capacity.
In response to the ongoing Russia-Ukraine war, Denmark initiated a comprehensive review of its underground bunkers in 2022. This review includes public shelters as well as annexes in private homes, such as additional rooms beneath garages. The primary goal is to ensure that these safe rooms are ready for emergency use, even though some are currently being utilised for other purposes during peacetime.
According to the review, these safe rooms would need to be swiftly converted for emergency use in times of potential crisis. This preparedness effort underscores Denmark’s proactive approach to national security and its commitment to protecting its citizens.
In a statement earlier this year, the Danish Foreign Ministry addressed the current military security assessment. The ministry asserted that there is no immediate military threat against Denmark, stating: “The current military security assessment does not indicate that there is a military threat against Denmark. As shelters are foreseen to be used by citizens in connection with war acts in Denmark, there is not an acute need for preparing shelters and safe rooms.”
However, the ministry did caution that in the event of a nuclear emission from the war-torn regions of Ukraine, citizens should seek indoor refuge to minimise the risk of radiation exposure. “In a situation with nuclear emissions, shelters will not provide extra protection,” the statement added, emphasising the limitations of these underground facilities in certain scenarios.
The Danish municipalities play a crucial role in this national preparedness strategy. They are responsible for maintaining and preparing public shelters, ensuring they are ready for use when needed. On the other hand, the responsibility for safe rooms falls on the building owners, who must ensure these areas are prepared under municipal supervision.
